Steven Schroeder was approached by the central Veterans Health
Administration office to help build on its successful smoking
cessation efforts. The project goal is to assist the Public
Health National Prevention Program in the development of policy,
research translation, best practices, evaluation, and impact
analysis in smoking and tobacco cessation.
On September 21, 2004, the project supported an invitational
conference that brought together approximately 80 tobacco
experts from across the nation to identify successful approaches
to smoking cessation treatment and examine the obstacles to
more widespread adoption of these approaches.
The conference focused on four specific topics: (1) VA smoking
cessation policies, (2) telephone quit lines, (3) special
populations served by the VA, and (4) best smoking cessation
practices. Each of these topics were addressed by one or more
major papers prepared in advance and summarized briefly by
the author at the conference, comments from respondents, and
plenary and working group discussions. An electronic copy
