Leadership Academies for Wellness and Smoking Cessation
A Partnership Between SCLC and SAMHSA
CONGRATULATIONS TO NEW YORK, ARIZONA, OKLAHOMA, MARYLAND, NORTH CAROLINA, TEXAS AND ARKANSAS FOR HOLDING THEIR STATE LEADERSHIP ACADEMY SUMMITS!
SAMHSA over the last several years has conducted a series of policy academies to help state, local, tribal, and federal entities to improve services to people with and at risk for substance use and mental health disorders. Similarly, the SCLC has conducted dozens of summits to encourage various groups to help smokers quit. As part of the second phase of the ongoing SAMHSA-SCLC partnership to foster smoke-free living in behavioral health settings, partners have combined elements of both approaches to create a plan for a series of state-level Leadership Academies for Wellness and Smoking Cessation.
The goal of the Leadership Academies is to create a state-wide collaboration among public health, tobacco control, mental health, and addiction treatment departments, who will be charged to produce an action plan to reduce smoking rates among behavioral health consumers and staff and foster smoke-free living.
Seven states have been selected and supported with technical assistance to design and conduct one- to two-day leadership academy summits that follows the Performance Partnership Model. The model answers four questions that serve as the backbone of a comprehensive action plan:
- Where are we now? (Baseline)
- Where do we want to be? (Target)
- How do we get there? (Multiple Strategies)
- How do we know we are getting there? (Evaluation)

TECHNICAL ASSISTANCE
The Leadership Academy summits are preceded by training activities to prepare participants in advance. This delivery of technical assistance is led by SCLC staff with support from SAMHSA staff, a SAMHSA contractor, and results-based accountablity facilitator. To help guide states on the performance partnership model and coordinate intricate summit logistics and timeline, SCLC has prepared a Performance Partnership Toolkit.
