Toolkit on Tobacco Treatment for Persons with Substance Use Disorders
To help educate clinicians and administrators on how to address tobacco use among people with substance use disorders, Signal Behavioral Health Network and the Colorado State Tobacco Education & Prevention Partnership (STEPP) have developed a toolkit – a concise, user-friendly guide to tobacco treatment for counselors and policy recommendations for supervisors and administrators. The toolkit is intended to help providers fully integrate tobacco treatment into existing substance abuse treatment practices.
The toolkit includes:
- an overview of the risks of tobacco use and the benefits of quitting;
- resources for tobacco treatment with persons with substance use disorders;
- guidelines for assessing tobacco use and readiness to quit;
- treatment recommendations including pharmacotherapy, nicotine replacement and counseling; and
- recommendations for agency policies on tobacco control and treatment.
Included with the toolkit are posters for clients, brochures for counselors and administrators, and a reference card on treatment and medications. Electronic copies of the toolkit are available to all from the Signal website.
Hard copies of the toolkit may be ordered through STEPP at but are restricted to Colorado State only. Contact Erik Stone at estone@signalbhn.org for more information on the toolkit.

Tobacco Dependence Intervention Manual for Nurses
The Intensive Tobacco Dependence Intervention with Persons Challenged by Mental Illness: Manual for Nurses is now available for download on the American Psychiatric Nurses Association Tobacco Dependence Information Center website. Developed to guide Registered and Advanced Practice Nurses through tobacco dependence interventions with their clients who smoke, the manual is based on the Clinical Practice Guideline for Treating Tobacco Use and Dependence: 2008 Update, and offers the basic tenets of self-determination theory, and Gadow’s moral framework for nursing. Practical clinical interventions are described in detail. The manual is derived from the authors’ experiences delivering a nurse-managed intensive tobacco dependence intervention program in an academic out-patient mental health clinic, which was funded by the New York State Department of Health Tobacco Control Program. For more information on the manual or the American Psychiatric Nurses Association Tobacco Dependence Task Force contact Daryl Sharp, PhD, APRN, BC, FNAP, Chairperson, Tobacco Dependence Council, APNA, Associate Professor of Clinical Nursing, Director, Doctor of Nursing Practice Program University of Rochester School of Nursing, Rochester, NY at (585) 275-6465 or e-mail Daryl_Sharp@URMC.Rochester.edu.
