William Panepinto, LMSW

William (“Bill”) Panepinto, LMSW coordinates technical assistance for addiction service providers, implementing evidence-based tobacco use interventions into their programs, as Senior Education Specialist with the Tobacco Recovery Resource Exchange of the Professional Development Program, at Rockefeller College, at the University at Albany. With The Tobacco Recovery Resource Exchange, Bill has developed numerous comprehensive state-of-the-art resources for addiction service providers, including the(e) Integrating Tobacco Use Interventions Into Chemical Dependence Services curriculum, an implementation toolkit, along with online courses, all available on the Tobacco Recovery website as shown on the screen. In addition, Bill serves as member of the NYS Office of Alcoholism and Substance Abuse Services (OASAS)-New York Association of Alcoholism and Substance Providers (ASAP) and is part of the Tobacco Advisory Council that helps guide systematic implementation of the state’s Tobacco Free Services Regulation.

Bill also serves as Co-Chair of the Behavioral Healthcare Subcommittee of the Association for the Treatment of Tobacco Use and Dependence (ATTUD).

A former clinician with experience designing, implementing, and evaluating strategic health and policy initiatives, Mr. Panepinto is a Licensed Master Social Worker who advocates for the implementation of evidence-based tobacco treatment in all healthcare settings.

Julie Sears, MS, CSAPP, PCTTS

Julie Sears is the Freedom from Smoking Coordinator of Phoenix Programs based in Columbia, MO. Julie spearheaded the implementation of a tobacco-free policy on outpatient and residential treatment campuses. Effective October 15 2009, Phoenix Programs is now tobacco free. Julie is a SAMHSA Pioneer who has received individual technical assistance from Bill over the summer. She will share with us her experiences in building staff buy in.
