The New York partners adopted a baseline measure of 30% of serious mental illnesses smoke and 50% with mental illness and substance use disorders smoke (from Patient Characteristic Survey conducted by NYS Office of Mental Health).  The target will be to reduce by 10% each by 2015.

Five strategy groups emerged from the New York Summit, with all participants committed to involvement in at least one committee.  Each committee detailed what strategies to undertake, how tasks will be accomplished, who is involved and when, and plans for impact measurement.
